Really the only ones i can think of are Monty Python's Flying Circus, Fawlty Towers, and the original Office.

Ones that may or may not have been mentioned, but deserve underlining, even if they have:

Argumental
Yes (Prime) Minister
We Are History
Look Around You

COUPLING!!!!!
Especially the first two series.
You seriously want to laugh, watch the episode 'The Man with Two Legs'!
Listen to this man, although i would like to change 'especially' to 'only'. Could just be me, but it was never the same after Jeff left.

JAAAAAAAAM
Also this man.

...Jam does somewhat cross the border from hilarious to downright creepy though, just to warn you.

Fawlty Towers, Couplings and Extras.

Although I cringe every time I watch an episode of Extras because I can't deal with awkwardness

Great suggestions already so I'll try and go for some other ones:

Look Around You. A hilarious take on science education videos from the 70s and 80s. They're only 10 minutes long and are on Youtube.
Time Trumpet. A documentary from the future.

For radio based funnies you should check out:
The Hitchhiker's Guide to the Galaxy. I bought it from iTunes after I lost my tape of it. Fantastic. IMHO the radio drama is superior to the audiobook.
Bleak Expectations. A side splitting spoof of Dickensian dramas. Featuring the guy who played Giles in Buffy.

Top gear is hilarious, although it isn't a comedy show exactly. It is about 3 guys faffing about with cars. What makes it funny is what they do and the ways they interact with each other you can find the videos at http://www.streetfire.net/

Black Adder
Garth Meringhi's Dark Place

Fawlty Towers
The Sketch Show
Not Going Out!!!

If you like The Young Ones & Bottom, check out the movies Rick Mayall & Ade Endundson made years before, 'Mr Jolly Lives Next Door' is a good one, or the 'Comic Strip presents' series (The Bad News Tour gives Spinal Tap a run for it's money:)
